Lewiston council approves CDBG and HOME plans for FY26; citizen committee recommended expenditures

The Lewiston City Council on May 6 approved the City’s Fiscal Year 2026 Community Development Block Grant (CDBG) budget and the HOME Program action plan for submittal to the U.S. Department of Housing and Urban Development.
“Nate Libby” (director of economic and community development) told the council the citizen review committee, chaired by Pauline Gutis, steered the group to unanimous recommendations and that staff had adjusted one proposed item so that nonprofits could be funded to their full requests. Libby also described the contingency plan HUD requires when the final federal award differs from the city’s budget assumptions.
Director Libby explained that HUD recommends budgeting based on last year’s award because the city must adopt a budget before HUD issues a final allocation. “If the amount of funding is less than what arrived last year, staff have the ability to make the reductions consistent with the will of the committee,” Libby said, and the committee would reconvene if reductions approach a substantial threshold.
Councilors asked clarifying questions about the contingency procedures and praised the volunteer committee’s work; both resolves were adopted by roll call.
