Elyria accepts $19,400 Attorney General grant to deter illegal dumping at quarry

The Utility Safety and Environment Committee on May 7, 2024 approved an ordinance authorizing the mayor to accept a $19,400 grant from the Ohio Attorney General’s Office for the “Shine a Light on Dumpsters” program to reduce illegal dumping and vandalism at a quarry site.
Engineer Schneider described the project as installation of vandal-proof fencing and related deterrents: “This is essentially for illegal dumping and vandalism type issues…We were looking to install some vandal proof fencing around the quarry…so we’d like to try to put something better up that hopefully will detour them more,” Schneider said.
Schneider told the committee the grant is 100% — no city funds required — and that the city had been re-awarded $19,400. Councilmember Armstrong said he had received calls about the quarry fence and thanked staff for applying: “I’m just glad that you applied for this because I had a lot of calls about the entering of the quarry and the fencing,” Armstrong said.
The ordinance authorizing acceptance of the grant and requesting an emergency clause because the award had already been made was moved by Councilmember Armstrong and seconded by Councilmember Davis; the committee approved the motion by voice vote. The committee record notes the grant amount ($19,400) and that the expenditure will not require city matching funds.
Engineering staff said the effectiveness of the new fencing will become apparent only after installation and continued monitoring.
