Council previewed amendment to Tanner Flats development agreement that reduces lots, relocates park into storm detention basin

City staff reviewed a proposed amendment to the Ivory development agreement for Tanner Flats that would reduce the subdivision by three lots, shift the park location because of storm‑drain needs, and slightly increase the park acreage by approximately 750 square feet.

Jason said the park will effectively be “a park within a...detention basin,” similar to existing examples in the city, and noted the amendment will require an updated development agreement followed by preliminary and final phase reviews. “Because it's not true to the…development agreement exhibit, they have to do development agreement first, then it has to go back to preliminary, and then it can start going back through final for the individual phases,” Jason said.

Why it matters: the amendment alters lot layout, park placement and infrastructure sequencing; public‑works, planning and parks impacts will need review because detention basins and park design influence maintenance and long‑term maintenance responsibilities.

Staff said the amended park would include the same number of trees, landscaping and amenities as previously required, and the developer agreed to put in a sewer lateral to support a future restroom or drinking fountain, though the restroom is not currently budgeted.

Next steps: the amendment will proceed through the development‑agreement amendment stage, then back to DRC, planning commission and subsequent approvals for the phases; the council did not take final action during the work session.
