Madison County approves radio-use MOU with park to share frequencies

Gordon, a county staff member, explained that the agreement is intended to satisfy NTIA-related regulations and to allow the county and the park to use each other's frequencies. He described the document as "about 4 pages" and "pretty short to the sweet, topic." The board approved the MOU after brief discussion.
Gordon told the board: "This will just satisfy the regulations that they're bound to by the NTIA."
A supervisor asked about financial liability and risk; Supervisor 1 said, "No. I mean, when I'm looking at these, I'm mostly concerned about both risk and then financial liability. I didn't see any issues with either." Another board member flagged an internal inconsistency in the draft MOU: "Only thing I noticed, Brian, is number 11 says 90 days written notice. 90 days. She's in 30. Right." That exchange identified a discrepancy between the desired 30-day termination provision discussed in the meeting and a 90-day notice clause appearing in the draft.
The motion to approve the MOU was moved and seconded on the floor and carried by voice vote. Gordon said any incurred costs for changes would be paid by the equipment owner and that either party could end the agreement with written notice as specified in the document.
During the discussion Gordon also noted the park is still upgrading its radio system on a limited budget and that the park's planned work would cover roughly 63 miles of parkland; Gordon said the park's budget for the upgrade is "very skinny" and mentioned a roughly $5 million figure for the full-range work.
The board approved the MOU by voice vote.
