Madison County adopts FY26 administrative fees; animal shelter and transfer-station rates rise

The Madison County Board of Supervisors approved Resolution 2025-7 on a voice vote to adopt administrative fees for fiscal year 2026, increasing several animal shelter and transfer-station charges.

County staff presented the proposed fee schedule at the public hearing, noting the only changes were increases tied to the animal shelter and certain transfer-station material rates. The board then adopted the resolution by voice vote after no members of the public offered comment.

Gordon, a county staff member, told the board, "The only changes in those are for the animal shelter. Boarding fees are proposed to move from $5 to 10." He also listed adoption fee adjustments and transfer-station changes. Under the adopted schedule, dog adoption fees move from $95 to $100 and cat adoption fees from $75 to $80. Commercial bulk at the transfer station and brush-type material each increase from $65 to $70 per ton.

Gordon said county staff compared the transfer-station rates with neighboring counties that operate transfer stations rather than landfills, noting Culpeper charges about $71.50 per ton and Greene County $70 per ton for similar material.

The board opened a public hearing and, with no members of the public speaking, closed the hearing and approved the resolution. The resolution was introduced as "Resolution 2025-7 adopting the Madison County administrative fees for FY26." The motion to adopt the resolution was moved and seconded on the floor and carried by voice vote.

The adopted fee changes were limited to the items noted above; Gordon said all other fees would remain the same as the prior year.
