Board hears first read of charter renewal for Richmond Career Education and Employment Academy

Richmond Public Schools presented a first‑read recommendation Monday to renew the charter for Richmond Career Education and Employment Academy (RCEA), a specialized program that serves students with disabilities ages 14–22 and emphasizes career education and competitive employment.
Chief Jefferson (RPS administration) introduced the recommendation and Rosie Volley, director of exceptional education, described the academy’s mission: RCEA focuses on functional academics, career exploration, social skills and six life domains — health and safety, independent living, money management, recreation and community engagement, self‑determination and vocation — and aims to graduate students to competitive employment or postsecondary programs with an applied studies diploma.
The administration recommended an initial three‑year renewal that would automatically extend to five years if the academy meets specified educational outcomes and continuous improvement goals. Staff presented nine educational goals and measurable outcomes, including literacy and mathematics benchmarks using differentiated assessments (VAP, IEP goals), and a focus on postsecondary outcomes for employment or enrollment in training.
The administration identified three targeted improvement areas that RCEA will address during the renewal period: (1) improved data tracking systems tailored to the curriculum; (2) strengthened management committee meeting practices and documentation; and (3) a curriculum review to be completed by June 30, 2026. Staff said district offices will support the academy with data‑analytics and curriculum review resources.
Board members praised the program and asked about management committee consistency and supports for meeting the new metrics. Rosie Volley said the management committee has been inconsistent in the past and that weekly meetings are now scheduled; staff said they will provide administrative support and periodic progress updates to the board. No vote was taken; the recommendation was received for first read and will return for a second read and potential vote at a subsequent meeting.
