An IT staff member said, “the whole agreement is a cloud service agreement because all your software connects to the cloud now.”
Council discussion focused on alternatives and vendor selection. Councilmember Kara asked whether open‑source alternatives such as LibreOffice or Google Workspace had been considered; staff replied that migrating platforms would require substantial work and that school district discounts are not available to the city. An IT staff member said Lift Off LLC, the Microsoft partner, “provides some trainings. They'll show you how to configure, let's say, something called conditional access,” and that the partner can assist with multifactor authentication and the Active Directory connector the city uses.
Staff clarified the procurement posture: the quote is under a three‑year price lock and is in year three, and the vendor said it will honor the quoted price for the council action timeline. Councilmember Johnson joined the meeting during this item and did not object to placing the renewal on consent.
