Council approves sole-bid jail medical contract with Dr. Roger Childers

City staff presented the recommendation at the meeting. “I recommend the request for proposals for the jail medical services be awarded to doctor Roger Childers with Preemptive Forensic Health Solutions,” staff member Jessica Cook told the council, adding that Dr. Childers was the sole bidder and that the city negotiated a contract price of $60,000 per year.
Council members moved and seconded approval and the council recorded the motion as carried. The contract was presented as a single-bid award; the council did not debate alternative bidders or ask for a rebid during the meeting.
Because the city received one proposal, Cook described the award as a negotiated sole-bid contract rather than the result of a competitive field. The council did not attach conditions to the award during the meeting nor did the transcript record additional terms beyond the annual price.
The contract award was a formal action taken during the regular meeting; staff will follow up on contract execution and start dates outside of the session.
