Council approves police review consultant, ICAC grant and fire rescue equipment purchase

The Superior Common Council on May 6 approved three recommendations from the Public Safety Committee: hiring an external consultant to review police department policies and practices, accepting a $10,837 grant to support Internet Crimes Against Children (ICAC) task-force work, and allowing the fire department to purchase a rescue body for $66,730.
Public Safety Committee members described the proposed consultant review as an independent inquiry into internal police-department issues; the consultant identified was OIR (Office of Independent Review), which the committee said has worked on similar projects in other U.S. cities. The committee recommended hiring the consultant to gather evidence, conduct interviews and offer recommendations; the council approved that recommendation as part of the committee package.
The council also approved acceptance of a $10,837 grant to support operations in the ICAC task force. Committee materials noted that the grant will be used to partially fund digital-forensic software and equipment. Acceptance requires the police department to enter a memorandum of understanding (MOU) to share non-identifying data related to grant-funded activities.
Finally, the council approved a request from Fire Chief Volebrecht to purchase an Alumiline rescue body for $66,730. Committee members said the rescue body will be paired with a Ford F-550 previously approved to assemble a tailored rescue vehicle; the committee highlighted that buying the rescue body separately resulted in apparent savings compared with a preconfigured apparatus.
The council approved the Public Safety Committee’s three recommendations by motion; committee chairs and department leads will follow up with contracting, grant paperwork and implementation schedules as required.
