House strategic forces hearing highlights modernization milestones, cost and feasibility concerns over space-based interceptors

Members of the House Armed Services Committee's Strategic Forces Subcommittee on Oct. 11 heard updates from senior Department of Energy and Department of Defense officials on efforts to sustain and modernize the U.S. nuclear deterrent, and pressed witnesses on the technical and fiscal risks of the administration's proposed space-based interceptor plan known in testimony as "Golden Dome."
The subcommittee convened to review policies and programs related to nuclear forces and atomic energy defense activities. Ranking Member Rep. Seth Moulton warned committee members that the administration's Golden Dome proposal had not been subjected to the policy and cost deliberations he considers necessary and called recent cost estimates "quite concerning." "Everything [the bipartisan Strategic Posture Commission] said was contingent on the capabilities being determined 'feasible,'" Moulton said, adding that feasibility as defined by the commission requires technical, financial and policy soundness.
The hearing focused on two linked themes: near‑term sustainment of legacy systems and long‑term recapitalization across the nuclear triad. Theresa Robbins, acting administrator of the National Nuclear Security Administration, told the panel that NNSA is executing a broad modernization program while continuing stockpile sustainment. Robbins cited concrete production milestones: the first war reserve plutonium pit for the W87-1 produced at Los Alamos in October; completion last December of the final production unit for the B61-12 life extension; and an expected first production unit for B61-13 later this month. Robbins also said the W88 ALT 3 maintained on‑time deliveries to the Navy and that the W80-4 is aligned to the Air Force long‑range standoff schedule with an expected first production unit in September 2027.
Members pressed witnesses on program timing, risks to the industrial base and workforce, and the impact of personnel actions. Several lawmakers raised concerns about recent NNSA personnel decisions and their effects on morale and program execution; Robbins confirmed that 77 probationary employees were terminated on Feb. 13 and that rescissions and offers to return reduced outstanding separations to three individuals. "We proceeded with the terminations as directed," Robbins said, describing a rapid process and subsequent rescission for 50 employees following Department guidance.
Subcommittee members and witnesses discussed specific platform and warhead programs. Lieutenant General Andrew Jabara, deputy chief of staff for strategic deterrence and nuclear integration for the U.S. Air Force, described the Air Force's Sentinel intercontinental ballistic missile program and said reviews concluded it is generally more cost‑effective to build predominantly new silos rather than refurbish existing Minuteman III silos. Jabara said the W87-1 remains scheduled to enter production in the early 2030s and that Sentinel timeline adjustments have prompted Air Force sustainment work on the Minuteman III.
Vice Admiral Johnny Wolf, director of the Navy's Strategic Systems Programs, described standing up a Navy program office related to a new sea‑based capability the transcript refers to as the "Slickman" program. Wolf said the Navy had completed an industry day and is exploring options, including competition, to inform a milestone decision next year. He said Navy work on Trident D5 sustainment and related hypersonics and conventional programs must be balanced against new development to avoid stressing the industrial base.
Members also pressed witnesses on the proposed Golden Dome concept and the Congressional Budget Office cost estimate for deploying space‑based interceptors. Rep. Moulton cited a CBO 20‑year cost range witnesses discussed during the hearing: $160 billion to $542 billion. Witnesses acknowledged that technical and policy analyses remain incomplete. Dr. Brandy Vann, who is performing the duties of the Assistant Secretary of Defense for Nuclear, Chemical, and Biological Defense Programs, said the Nuclear Weapons Council (NWC) is focused on tailoring acquisition approaches to enable faster delivery of tailored capabilities and that "business as usual is not going to suffice" for emergent needs.
Committee members also discussed the nuclear command, control and communications mission (the historic airborne command post or "Looking Glass") and which service should carry the mission going forward; witnesses said the Joint Requirements Oversight Council will take that decision and that current services will maintain missions until properly relieved. Members raised questions about talent, workforce growth, and industry capacity to deliver systems on schedule.
The hearing included multiple references to statutory and budgetary authorities and program decisions. Witnesses said they are coordinating close alignment between platform delivery schedules and warhead production, and highlighted the need for stable, timely funding and sustained industrial base investment to avoid capability gaps. The open session concluded with the committee moving into a closed session for classified discussion.
Less urgent details from the hearing included discussion of high‑performance computing for stockpile stewardship — Lawrence Livermore National Laboratory's El Capitan exascale system was cited as performing classified 3‑D weapon simulations — and the Navy's plans to use multi‑use test facilities such as the Naval Surface Warfare Center in Crane, Ind., for underwater launch testing and hypersonic development.
The subcommittee's testimony and exchanges underscore ongoing tensions for Congress: determining how to fund a broad, multi‑decade recapitalization while addressing immediate sustainment, workforce and industrial base risks, and assessing the technical and fiscal feasibility of novel concepts such as space‑based interceptors.
