Council approves orderly annexation agreement with Milford Township after procedural fix

The City of New Ulm City Council on May 6 approved an orderly annexation agreement (OAA) with Milford Township after the Office of Administrative Hearings notified the city that the required public-notice procedure had not been followed when the OAA was previously submitted.
City staff said the city and township originally submitted a document that the Office of Administrative Hearings determined required publication of a notice of intent followed by adoption at least 10 days after publication. The city and township published a joint notice in compliance with that 10-day requirement and the council approved the OAA at the May 6 meeting. The Milford Township board was scheduled to take action on the item at its May 8 meeting.
Staff reported the contents of the agreement — exhibits, maps and attachments — remain the same as in the previously submitted document. Staff also noted a separate OAA with Cottonwood Township was effective April 23, 2025, and had been approved by the Office of Administrative Hearings.
