On May 6 the City of New Ulm City Council approved the preliminary plat for the Highland Apartments addition at 901 North Highland Avenue, a 9.9-acre site proposed to be divided into four lots and to accommodate a planned-unit development.
City staff reported the Planning Commission recommended approval at its April 24 meeting. Conditions the council adopted include payment of a parkland dedication fee of $4,200 (listed as $1,050 per lot), submission of electronic plat files in AutoCAD 2016 or newer format, determination of whether a stormwater connection fee applies if the developer connects to a nearby city stormwater quality pond or elects to construct on-site stormwater storage, execution of a development agreement with the city, and securing planned-unit development (PUD) zoning for the platted area.
Councilors noted the stormwater connection fee was established in February 2007 and is based on acreage that drains to the pond; staff said the city will determine whether the connection fee applies if the developer chooses to connect. A council motion to approve the preliminary plat with the stated conditions passed by voice vote.
