Bellefonte council conditionally approves Talleyrand Park bandshell; cooperative agreement to follow

The motion to proceed was made by Councilor Purnell and seconded by Councilor Brockville. Council opened the item to public comment before voting. Kevin Boyer, a local business owner, told council he had received “a real partnership here in Bellefonte” while locating a business and said the bandshell would be “a significant asset” that would bring visitors who would use local lodging, restaurants and shops.
The Happy Valley Adventure Bureau submitted written support: Fritz Smith, the bureau’s president and CEO, wrote that the bandshell “will be something we can be proud of” and urged council to support the project on behalf of the bureau’s member businesses. Tom Wilson, who spoke for the project proponents, described plans to create recurring community programming such as a possible annual community band weekend and said the proponents had formed a fund and sought the borough as a partner without asking for ongoing municipal operating support.
Council members voted unanimously to approve the motion to proceed; the council asked the solicitor to draft a cooperative agreement and indicated staff will return to council with the agreement for final review. Proponents said adjustments and design work will continue and the project team will coordinate with borough staff on site details and the award conditions of a previously secured state grant.
A forward look: The approval allows the Friends of Talleyrand to continue design and fundraising work while the solicitor prepares the cooperative agreement. Councilors said they expect to review the agreement and related project documents in the coming weeks before construction or grant drawdowns proceed.
