City outlines Lot E–G summer activation, pop shops and food-truck pilot; phase 2 funding to return to council

City Manager Stanner told the Bothell City Council Tuesday that Phase 1 activation of Lot E, F and G — the temporary activation site near State Route 522 and Bauble Way — is nearing completion, and that the city plans a Phase 2 activation with additional amenities this summer.
Stanner said two-thirds of required inspections are complete and furniture is being installed in the initial pop shops. “We are in final negotiations with 4 additional pop shops,” Stanner said, adding that the city will solicit flexible food businesses soon to operate in a rotating food-truck-style area. Staff said the activation includes an Americans with Disabilities Act–compliant walking path to the shops.
Phase 2 will add art installations, shade structures, and a fence along SR‑522 to provide sound buffering and safety. Stanner estimated implementation of Phase 2 would take about four to six days once contracts and funding are approved: “As we move forward, the implementation of that is estimated at 4 to 6 days,” he said. He told council members that the city will present funding allocations and contract amendments for Phase 2 at an upcoming council meeting, likely the first meeting in June.
Staff framed the activation as a small-business opportunity to test business models without long-term leases and described the food-business solicitation as an opportunity for aspiring vendors to participate on a flexible schedule. No council vote was taken on Phase 2 funding Tuesday; staff will return with recommendations for council approval.
