San Juan County commissioners voted to begin contract negotiations with Pesco Incorporated of Farmington for the county industrial park building after Central Purchasing’s evaluation recommended Pesco as the highest-rated applicant.
Diana Chapman of Central Purchasing told the commission that the county issued request-for-applications number 242516 on Feb. 10, 2025, for a 45-acre tract and an industrial building north of Farmington on Highway 170. Two applications were opened March 18; C and J Equipment later withdrew, Chapman said, leaving Pesco as the top-rated applicant.
A commissioner moved to accept application 242516 and proceed toward a lease with Pesco; another commissioner seconded the motion. The chair called for a vote and the commissioners voiced aye; the chair said, “Opposed. Hearing none, motion carries.” The meeting record does not show further details of proposed lease terms; the county asked permission to begin contract negotiations only.
The decision to begin negotiations was procedural: county staff will now negotiate lease terms and return with contract documents for formal approval. Central Purchasing and the evaluation committee members named in the packet included Mike Stark, Diana Chapman and commissioners Terry Fortner, Sam Gonzales, Sandra Lanier, Glo Jean Toticini and Gary McDaniel.
The county did not adopt a final lease at the meeting; the action was approval to enter negotiations with the highest-rated applicant.
