The council approved on consent a contract to operate the city's transit system. Staff said the RFP process produced seven bidders; a four-firm shortlist was evaluated and the recommended operator scored highest on experience, cost and the ability to provide contract enhancements in the new agreement.
According to staff, the contract terms on the staff report total roughly $15,000,000 over seven years, with a three-year extension option. The new scope includes service enhancements the city requested during its transit revisioning study: additional frequent routes, new routes, and an on-demand micro-transit service with a mobile-booking application and a new rider website.
Staff said the recommended operator (a national firm that also operates services in nearby Santa Maria) has local support and field resources to implement the contract. The contract award was part of the consent calendar and was approved; staff noted the procurement included significant public outreach, public hearings and a community review process during the transit study and RFP drafting.
