The city uses the pavement‑management software StreetSaver to model pavement conditions and run budget scenarios. “We run budget scenarios and then develop project lists out of it,” the engineer told the council, adding that staff balance those results with other priorities and with utility coordination when streets have been torn up for underground work.
Council discussed the coordination process for utility repairs and final paving, and the city engineer said utility companies perform temporary paving while projects are active and then complete final paving to city standards when work is finished; the city enforces encroachment permit and traffic control requirements and requires advance notices to affected residents.
