JLARC staff on May 7 presented the commission with its 2025 expedited tax-preference review report, an interactive table summarizing 52 tax preferences that were not subject to full JLARC reviews this year. Staff said the expedited report draws on the Department of Revenue’s 2024 tax-exemption study and prior JLARC reviews and is intended to make information more accessible to stakeholders.
Liz Thomas, staff to JLARC, demonstrated the interactive table to commissioners and outlined its features: each row lists a preference, tax type, links to the DOR review or prior JLARC reviews where available, any legislative action taken on recommendations, the Revised Code of Washington reference, estimated savings amounts, and whether the commission had previously labeled the preference as critical to the tax structure. Thomas showed how users can sort and filter columns, search by preference name or RCW, and return to a summary view.
Thomas said the expedited report does not include new JLARC legislative-auditor recommendations and that staff used existing DOR and prior JLARC materials to populate the interactive table. The commission did not act on the expedited report during the meeting; staff said the report will be available for stakeholders to review online and staff will update it as the governor acts on recent legislation.
