Council approves application to Ohio Public Works Commission for North Market sewer separation funding

Council member Miss Wharton introduced Resolution 2025-37, which authorizes the director of administration to prepare and submit an application to participate in OPWC state capital-improvement and local-transportation improvement programs and to execute any required contracts. Wharton said the administration hopes to obtain up to $500,000 in grant or loan funding; staff estimated the North Market sewer separation project will cost about $750,000 and projected the work could occur in 2026.
Wharton moved to suspend the rules and adopt the resolution; the motion to suspend and the subsequent adoption both passed on roll-call votes with council members present recorded as voting yes. Council emphasized that seeking OPWC funds would help offset the project cost; Wharton said submitting the request "as soon as possible" would not hurt the project's prospects.
No final financing package was presented at the meeting; the resolution simply authorizes application for OPWC funding and execution of contracts if awarded. The project is listed in the city's 10-year plan, according to the administration on the record.
