City manager reports water-softening plan nearing final review and tentative agreements reached for Oxford Area Trail Phase 5

Staff reiterated the construction cost is currently estimated at about $19,000,000 for the softening improvements.
Oxford Area Trail, Phase 5: Doug reported the city reached tentative agreements with both property owners needed for Phase 5 and that the agreements will be presented for council approval in forthcoming meetings. He said ODOT moved up the cutoff date for awards and encumbrances, which required adjusting the council meeting schedule: staff plans to hold a special meeting June 3 for contract approval, rather than the previously scheduled June 9 date. Doug asked council to confirm availability for the earlier date because several councilmembers and the mayor may be absent at other times.
Doug also noted his tracking of House Bill 15, which had language for a community energy pilot program that was removed from the final bill before the governor’s signature; he raised the policy implication briefly in the manager remarks but no action was taken by council on that topic at the meeting.
No formal votes were taken on these items at the meeting; council members thanked staff and expressed interest in timely actions on bids and agreements.
