City Council on May 20 approved a resolution accepting the Public Art Commission’s recommendation to release a call for art for a mural on the city’s municipal parking garage.
Staff explained the city’s comprehensive plan encourages creative placemaking and that council discussed alternate mural locations at a January 2025 retreat after an original street mural was delayed. The Public Art Commission (PACO) recommended the parking garage as a prominent, visible site. Staff advised the mural be installed on a panel system (applied to the garage) rather than painted directly on brick to address maintenance and substrate concerns.
Councilmembers said the garage location offers high visibility and could function as a landmark to help people find the garage. Staff noted the capital budget includes funding for the mural this year, PACO receives an annual allocation for operations, and the artist contract will address life expectancy and maintenance obligations; staff said a 10-year life expectancy is planned and the selected artist will be responsible for implementation under the city’s standard contract model.
The call-for-art process will be a request for qualifications: PACO and a selection team will review submissions, select finalists who will be paid a stipend for full-color renderings on the garage, then a finalist will be chosen and the city will negotiate price and contract. Council approved the call for art and asked PACO to proceed with the RFQ and selection process.
