The City of College Place Youth Advisory Commission asked the council on May 6 to establish a sister‑city committee to pursue cultural exchanges with a municipality in Mexico. Commission Chair Kirk Everett told the council the youth commission passed a motion at its April 30 meeting recommending the formal establishment of a sister‑city committee and presented outreach materials the commission had received from the prospective partner.
Everett said the commission selected the prospective partner because of community ties, comparable population size and a shared agricultural economy. He said the group had collected photos and a video provided by the Mexican municipality and suggested possible exchange activities such as cultural visits, youth art exchanges, pen pal programs and visits timed around educational or tourism opportunities. Everett also noted the area is a significant site for monarch butterfly habitat and that some College Place residents have ties to the town.
Commission staff liaison Miss Garcia described a draft action plan in the meeting packet and said the committee, if created, could operate with public participation but be more informal and flexible in scheduling. Everett and Garcia said the recommendation is intended to create a framework the city can use to pursue a formal relationship and that the youth commission had researched possible Italian sister‑city options as a separate, longer‑term idea.
Council members asked clarifying questions and expressed support; the mayor and staff agreed to place the item on the agenda for the next council meeting for formal consideration. No formal council vote was taken at the workshop.
The youth commission emphasized that forming a sister‑city committee would be exploratory and would require subsequent council approval for any specific exchange or travel plans.
