Northern Lebanon SD moves proposed final budget to discussion; reviews IU 13 renewal and CTC budget increase

At the May 6 committee meeting the Northern Lebanon School District moved the proposed final budget to the discussion agenda and reviewed several interdistrict agreements and budget proposals for action next week.
Doctor Messinger said the district had prepared the proposed final budget and would list a synopsis under next week’s public meeting packet. Committee members agreed to move the budget to discussion so board members could resolve questions before the formal vote.
The committee also reviewed IU 13 items. The board was presented with an amendment to the IU 13 articles of incorporation and asked to extend the joint authority that permits participating school districts to hold property through the IU; the proposed renewal term is 50 years. Brooke, a staff member who spoke to the committee, said the joint authority “permits the school districts that make up the IU to own property because an IU cannot own property under current state law.” Board members noted the renewal will be voted on by all participating districts.
Committee members reviewed the career and technical center (CTC) budget materials included in the packet. The CTC presentation noted an overall operating budget increase of $374,000 (4.4 percent) and said total district contributions increased about $370,000 (4.15 percent). The materials showed Northern Lebanon’s calculated share of the increase as 2.05 percent. Questions about the vocational education (Voc Ed) subsidy and exact funding sources remained unanswered at the meeting; Doctor Messinger said he would obtain a more detailed explanation before the vote.
The board also discussed dual enrollment agreements and said it will keep a list of colleges that provided dual enrollment this year. Administrators said they will return to the board with the number of participating students and the total dollar amount paid once reimbursements and year‑end accounting are complete so the board can decide whether to continue the program with or without state support.
No formal votes were taken on the IU 13 or CTC budget items during the committee meeting; those items remain scheduled for next week’s public vote.
