Administration said design work must begin soon because the funding window closes before the end of 2026 and that Pennoni will coordinate with prior Chamber of Commerce work and county contributions.
Council also authorized advertisement for the 2025 street paving project. Staff described proposed paving segments that include West Main (DeKalb to Harding), East Marshall (New Hope to Arch), Buttonwood (Marshall to Elm), Westwood (Swede to Harding), Noble (Marshall to Airy), West Oak (Stanbridge to Noble), East Oak (Walnut to Art) and Nance (Sandy Hill to East Nance). Officials said the advertisement is to solicit bids and the final award will return to council.
Separately, council approved a professional-services agreement by resolution for the Norristown Stormwater Authority to engage Pennoni for $42,800 for stormwater-related work; the council's action authorized the authority to proceed.
Council discussion emphasized community input and coordination across projects, costs to be refined following Pennoni's concept and cost estimates, and that project bidding would occur after design. Several council members noted that district, county, and other partner funding would be coordinated into the larger scope.
