Shelton waives bidding, authorizes emergency purchase to replace Ingleside booster pump

The Shelton City Council found that an emergency exists at the Ingleside Booster Station and authorized staff to waive competitive bidding rules under state law to purchase a replacement pump and motor.
Jay Hirsch, the city’s Public Works Director, told the council one motor had burned up and the booster station is now operating on a single pump. "One of the motors burned up and, they've sizzled the whole unit," Hirsch said, describing daily maintenance and rewinds the city had performed previously. He said there is an extended lead time to procure a replacement motor and pump—"probably about 7 weeks."
Hirsch said the city can temporarily manage supply by connecting the Mountain View Reservoir to the Ingleside zone if needed, which would reduce system capacity but maintain service until the replacement arrives and is installed. He also noted an Upper Angle Site Booster Station upgrade project is near design completion and will add longer‑term capacity and redundancy.
The council adopted Resolution No. 1384‑0425 finding an emergency and waiving competitive bidding under state law to allow the purchase. Hirsch said the city will pursue insurance reimbursement for the replacement where appropriate.
The city said the longer project to upgrade the booster station will replace the second pump and motor and improve electrical controls and capacity; staff expects that construction to start later this year.
