Finance committee recommends Payne & Dolan low bid for February resurfacing project

The City of Monona Finance and Personnel Committee on May 2025 recommended awarding the February resurfacing contract (Resolution 25-5-2803) to Payne & Dolan, the low bidder at $161,281.90.
Public Works staff member Dan presented the packet information and bid tabulation, saying the bids were received April 3 and that the low bid from Payne & Dolan was $161,281.90. Dan outlined the proposed budget allocations: $2,400 charged to sanitary sewer work to raise manholes to the new surface; $76,379 from the street maintenance capital account; and $82,502.90 dedicated to the South Winnequil portion, which Dan said will be a full-depth replacement with base repair. He also reported the city received LRIP grant funding of $32,320 to assist with the Winnequil Road pavement replacement.
Dan told the committee the packet includes maps of mill-and-overlay locations and the fiscal note showing where budget allocations come from. He also stated the item appears before the City Council for first reading and will go to the Public Works Committee on Wednesday for further review. After questions, a committee member moved and seconded a recommendation; the motion carried by voice vote and will be forwarded to council as a recommended award.
