Tooele County awards Bates Canyon Road widening contract; base bid under 2025 budget

Tooele County commissioners approved awarding the Bates Canyon widening contract after public works staff recommended the lowest responsible bidder. The base bid for the project was $818,005.35, below the $875,000 originally budgeted for fiscal 2025.
Jed Bell, the staff presenter, said the project’s base scope widens the south side of Bates Canyon and includes curb, gutter, sidewalk and storm drain connections; the middle school is completing widening in front of the school and both projects will be overlaid once finished. The bid alternate to overlay the entire roadway was $318,002.93. Bell recommended accepting the alternate and said he could transfer funds from a building-replacement line item to the special projects fund and remain within the 2025 allocation.
Commissioners discussed the procurement method. Bell said the solicitation used an RFP-style process that scored qualifications and references in addition to price, and that the recommended bidder had decades of experience. Councilman Hoffman moved to approve the award; Councilman Wardle seconded and the motion passed by voice vote.
The commission approved the contract award and authorized the recommended budget transfer; staff will finalize contract paperwork and notify the successful bidder.
