Tooele County approves joint application MOU for federal grant to buy amphibious vehicle and replace mobile command unit

The Tooele County Commission approved a memorandum of understanding May 2025 to join Salt Lake and Davis counties in a joint application for a federal COPS grant that will purchase search-and-rescue equipment for each participating county.
Sheriff Paul Wimmer described the equipment requested in the grant application, saying the main items Tooele County seeks are “an amphibious vehicle” for operations along the Great Salt Lake shoreline and “a replacement” for the county’s aging mobile command unit. Wimmer said the shoreline is “not deep enough for a boat, but too muddy for very many wheeled vehicles,” and the amphibious vehicle would improve access in challenging terrain. He also said the new mobile command unit would offer greater clearance and off-road capability while retaining the capabilities of the current unit.
Wimmer credited Celeste Malloy’s office and Davis County for coordinating the combined application and said each county would receive equipment tailored to its needs; he added, “they're getting their own or a modified version of it.”
Councilman Wardle moved to adopt the memorandum of understanding, Councilman Hoffman seconded, and the commission approved the MOU by voice vote. The MOU delegates Davis County to administrate the grant application on behalf of the participating counties; the equipment awarded to Tooele County would belong to Tooele County and be deployed by its sheriff’s office.
