Belknap County facilities manager reports HVAC and boiler upgrades, dispatch renovation close to completion and several contracts awarded

John Bosley, Belknap County facilities manager, told the Board of Commissioners that two newly installed rooftop HVAC units qualified for a Liberty Utilities rebate and that new boilers and domestic hot-water systems in county buildings have been inspected and placed into service.
Bosley said the two rooftop units qualified for a rebate of $831.60, and a pair of boiler projects qualified for a combined $6,500 rebate. He also reported the replacement of the courthouse and nursing home boilers and new boiler pumps for the nursing home, noting the county should expect decades of service from the new heating plants.
“Those two units qualified for a rebate of $831.60 for the project,” Bosley said of the rooftop units, and he described improved water heating in the nursing home after the new domestic hot-water boiler installation.
Bosley gave a progress update on the sheriff’s dispatch renovation: new dispatch consoles arrived and installation of flooring, lighting and cabling was complete; he said the department expects to be fully operational by Friday. He also said the county is transitioning its internet service to Consolidated Communications, which has a contract guaranteeing no more than 5.2 minutes of downtime per year and will lower the county’s monthly bill by about $1,700.
Bosley presented three awarded contracts and recommended the board accept the bids: a courthouse flooring replacement (from Concord Carpet Center; work to match existing basement color as closely as possible), parking-lot crack-filling and seal-coating (Superior SealCo was the prior vendor), and entryway/asphalt work (Credos and Sons of Wilmington). Commissioners voted to accept the recommendations: motions to accept the flooring and seal-coating bids carried, and the Credos and Sons paving/entryway work was approved for $18,950.
Bosley also reported staffing changes in maintenance: a long-serving technician retired and a licensed plumber, Albert Davis, was hired and is performing in-house trade work that reduces outsourcing.
Why it matters: The facilities upgrades affect building operations for the courthouse, jail, nursing home and sheriff’s department; the internet transition and completed wiring reduce outage risk for voice-over-IP phones and electronic medical records in the nursing home. Approved contracts will fund near-term capital maintenance work paid from facilities improvement lines.
Commissioners asked about the frequency of seal coating and the age of sidewalks and entryways; Bosley said seal coating is on roughly a three-year cycle and that the entryways had not been replaced in many years. Funding for the projects will come from Bosley’s building improvements line and other allocated improvement funds.
