The Ellensburg City Council on May 5 approved the first reading of an ordinance to rezone a downtown parcel (parcel 537833, 308 West Fourth) from Heavy Industrial (IH) to Central Commercial (CC), a change the applicant said is necessary to permit an indoor commercial recreational use.
City staff explained the property lies within the urban‑center future land‑use designation and that the proposed CC zoning is consistent with the comprehensive plan. The parcel is in the downtown area near other CC‑zoned properties; staff said no critical areas are in the parcel’s immediate vicinity. The applicant, represented by Lauren Bales, said the plan is to establish an indoor climbing center in a vacant former furniture storage building; the use is allowed in CC but not in IH. The hearing examiner held an open‑record hearing and recommended approval without conditions; two members of the public had supported the request at that hearing.
Staff recommended the council adopt the hearing examiner’s recommended findings, conclusions and decision and to conduct the first reading of Ordinance 4961. A council member moved and seconded the motion; the council voted to approve the first reading and adopt the examiner’s recommendation.
