Committee adopts substitute for flood protection board bill, then voluntarily defers further action

The House Transportation Committee on May 6 adopted a substitute to House Bill 633, a measure that would amend board membership and appointment processes for the Southeast Louisiana Flood Protection Authority (SLFPA) East and West, then voted to voluntarily defer further action to allow additional review.
Staff described the substitute as replacing certain regional director presence requirements with executive director representation from the Coastal Protection and Restoration Authority, changing notification timeframes for commissioner vacancies, reducing consecutive term limits for commissioners and other technical updates. Representative Breaux, who said she was running the governor's office-requested bill, asked the committee to adopt the substitute and then give stakeholders a week to digest revisions.
The committee adopted the substitute bill without objection. Representative Breaux then moved to voluntarily defer the substitute for another week to allow public review; there were no objections and the substitute was deferred. Witness cards read into the record listed supporters, those who would provide information and several in opposition.
Committee members said the subject is significant for New Orleans-area levee operations and requested time for additional consultation before advancing the measure. The committee will revisit the substitute at a later date.
