Council approves $657,105.30 asphalt resurfacing contract for 2025 program

TIPP CITY, Ohio — Tipp City Council voted May 5 to authorize the city manager to contract with John R. Jurgensen of Springfield, Ohio, to perform the 2025 asphalt resurfacing program at a cost of $657,105.30.
City staff said the project was publicly bid and that John R. Jurgensen submitted the lowest and best bid. “This resolution directly authorizes the city manager to enter into contract for this,” City staff member Mr. Mack said.
Council members asked about the scope for change orders and whether the contract includes guardrails for increases. Mr. Mack explained that change orders are permitted but that the city would need to return to council only if a change exceeded available budgeted funds. “The only way in which we would need to come back to council is essentially if ... it's outside the city's budget for the draw,” he said.
Council noted the adopted budget for the resurfacing program was larger than the bid amount and that the bid came in below the budgeted figure. No members of the public spoke during the public hearing on the contract. The roll call approving the resolution recorded unanimous yes votes from council members present.
The resolution authorizes the city manager to execute the contract and to manage the project consistent with the city's budgeting and change-order policies.
