Council adopts pickleball, basketball reservation fees and food-truck rules for new sports complex

Roosevelt City Council on a unanimous vote approved new reservation fees for the city—s pickleball and basketball courts and adopted a food-truck vendor fee schedule for the new sports complex.
The council approved fees presented by Parks Director Dustin Glenn that set single-court pickleball reservations at $30 for a half day and $60 for a full day; a full-facility reservation (all five courts) at $120 for a half day and $240 for a full day; and basketball court reservations at $25 for a half day and $50 for a full day. Glenn also proposed reservation rules: courts open unless reserved, courts 1 and 2 reserved individually, courts 3—6 reserved as single courts because they lack dividing fences, half-day blocks of 7 a.m. to 3 p.m. and 3 p.m. to 11 p.m., and a full-day window of 7 a.m. to 11 p.m. Courts will be available March 1—Nov. 30, weather permitting, and tournaments will be scheduled by the parks director.
Glenn told the council reservations may be made online seven days in advance or in person 24 hours in advance; staff will post weekly availability each Monday and will accept last-minute in-person requests that fit the calendar. "Reservations must be 7 days in advance online or by person 24 hours in advance," Glenn said.
On food trucks, the council accepted a recommendation to charge $50 per day for vendors during weekday recreational league play (Monday—Thursday), with a maximum of four vendors at assigned locations and a two-week maximum consecutive stay before rotation. Tournament days (generally Friday and Saturday) will carry a $100-per-day fee with the same four-vendor maximum; power will be available at the sports complex but there will be no water or sewer hookups. The parks director will assign locations and may waive special fees with city manager approval.
Councilor Don moved the proposal to a public hearing; no members of the public spoke at the hearing. After hearing no public comment, the council voted to put the new fees onto the municipal fee schedule.
The new rules and fees are intended to cover reservation administration and to manage vendor congestion at the new sports complex; staff said the schedule will be reviewed after a season of operation.
The parks department will implement online reservation capability consistent with existing pavilion and recreation reservation systems. Staff will return to council with operational details if changes are needed after the first season.
