Commissioners accept development bonds, approve bridge change order and hire consultant for small-structure replacement

Boone County commissioners approved several infrastructure- and construction-related items, including acceptance of development performance and maintenance bonds, execution of a federal change order that reduced contract quantities, and a consultant agreement to replace a small roadway structure.

The board voted to accept a performance bond for the Haven at Whitestown Section 1 storm drains in the amount of $512,516.62 and a maintenance bond for Bridle Oaks Farms Section 2 infrastructure in the amount of $245,220. Both motions were moved, seconded and approved by voice vote.

The nut graf: The meeting formalized standard development closeout procedures — accepting performance and maintenance bonds transfers responsibility for future repairs and frees the county to consider warranty and inspection requirements — and also advanced county highway work through a consultant contract and a federally funded contract closeout.

On highway projects, staff brought a federal-aid bridge change order (Bridal 84 on 400 East) reflecting substantial underruns in quantities; the contract will be reduced by $29,123.22. As a federal-aid project, the county noted it will be due 20% of the underrun but final reimbursement depends on federal closeout and may take months or years.

The commissioners also approved a consultant agreement with Civil Con, Inc. for hydraulic analysis, conceptual plans and cost estimates to replace a small structure (MA 34) on 1000 East north of 400 North at a contract amount of $11,600.

Ending: Commissioners signed off on the bonds and consultant engagement and authorized the change order execution; staff will track federal closeout for any reimbursement and manage consultant deliverables for the small-structure replacement.
