Kanawha County Schools board approves multiple facility contracts including roof and auditorium work

The Kanawha County Board of Education on May 5 approved a package of facilities contracts covering partial and full roof replacements, auditorium seat replacements and new bleachers at several schools.
Board members voted 5-0 to award a contract to Tri-State Roofing and Sheet Metal Co. for a partial roof replacement at Elk Elementary Center for $994,260 under TIPS-USA contract number 25010402-11374, and to award a $1,657,000 contract with Harris Brothers Roofing Company for roof replacement at the Creede Operations Complex, paid from PI funds. The board also approved seat replacements in the Elkview Middle School auditorium with RM Hoffman Company for $164,285 and replacement bleachers at DuPont Middle School with RM Hoffman for $148,396; both purchases were made via the Sourcewell (national) cooperative contract ID 081523-HSC and funded from LEHI lists or related levy accounts.
Superintendent Dr. Williams explained the Elk Elementary work is “partial” because the rear roof section is rubber and remains under warranty; he said the project is being paid for from levy funds. Board members and staff described the Creede roof as more than 30 years old and leaking in multiple locations, with supplies stored in the affected warehouse areas. Board member Tracy White moved the contracts; motions were seconded and passed by roll call.
Board discussion focused on project necessity and funding source. Trustees asked whether projects were being prioritized from approved levy project lists and whether cooperative purchasing contracts were used; staff confirmed use of TIPS-USA and Sourcewell purchasing vehicles and that projects draw on levy, PI and LEHI funds as noted in the agenda enclosures.
The board approved the items by unanimous votes and indicated these projects are the start of levy-funded capital work this year. Timing details for contractor mobilization and expected completion dates were not specified in the meeting materials presented to the board.
