Council approves Gateway Brewing PUD master plan; rezoning of property laid over for second reading

The Beloit City Council approved a planned unit development (PUD) master land use plan for the properties at 1885 and 1895 Gateway Boulevard that will allow an event space addition to the existing Gateway Brewing Company campus, but put a rezoning ordinance to PUD on layover for a later reading.
Community Development staff said the proposal combines two parcels into a 9.12-acre PUD and would add an 8,681-square-foot event building, retain the existing brewery footprint and include screening, open space and a dedicated drop-off lane intended to reduce on-site parking demand.
Julie Christensen, community development director, said the total building footprint would be 19,744 square feet and the site would provide about 59% open space; the applicant requested flexibility on parking, proposing 160 spaces plus a possible additional 40 spaces rather than the 223 spaces required by code. Christensen said the applicant anticipates 10%–15% of event attendees would use shuttles, party buses or other off-site transport for events.
Christensen said planning staff and the planning commission support the project, noting the commission voted 6–0 to recommend approval of the PUD master plan and rezoning application at its April 23 meeting. She said engineering and final utility conditions would be addressed during the PUD final plan review.
Councilors opened the public hearing; no members of the public spoke. A motion to approve the PUD master plan resolution passed by voice vote. The separate rezoning ordinance to change the zoning district map to PUD was held over to a second reading after a motion to lay the item over was approved.
The PUD document specifies setbacks, maximum building heights for the existing brewery and event building, limits on signage (existing monument sign plus three wall signs totaling 300 square feet) and a landscape buffer on the west and south sides of the event building to provide privacy and noise mitigation. Staff said a development agreement would be required if public improvements were needed on-site, and that minor PUD changes could be approved administratively while major amendments must return to plan commission and council.
