At its meeting, the Winter Haven City Planning Commission approved a special-use request by LFG FTW LLC to open a large-scale drinking establishment called Sage Cocktail Lounge at 99 Third Street Northwest in the city’s commercial downtown C-1 zoning district.
Heather Reuter, planning staff, told commissioners the applicant proposes to operate the lounge in an approximately 2,200-square-foot leased space with a bar that seats 25, three high-top tables with eight seats each, two two-seat tables, and six tables with a sofa and two chairs each. Reuter said the proposed hours are Monday through Saturday from noon to 2 a.m. and Sunday from noon to midnight, and that the applicant had submitted a security plan approved by the chief of police. Reuter identified the case as PD-25-02-S and referenced Section 21-96 in connection with parking calculations.
Reuter said a 2,200-square-foot large-scale drinking establishment would require 31 parking spaces under the cited standard, but noted that because the property sits in the downtown C-1 zoning district there are no on-site parking requirements. She said the subject parcel sits across Third Street from the city’s downtown parking garage and that the downtown corridor contains about 700 public parking spaces on street, in lots and in the garage. Staff recommended approval subject to the conditions listed in the agenda packet.
The planning commission opened the public hearing and received no public comments. Commissioners asked no follow-up questions after the staff presentation. A commissioner moved to approve the special-use request as presented; a second followed. Commissioners voted in favor and the motion passed.
The record shows staff presented the conceptual floor plan and the security plan, and the approval was taken after the public hearing was closed. The commission did not identify additional conditions on the record beyond referring to the conditions in the packet. In other business, staff said an annexation item previously heard by the city commission has been transmitted to the state for review and will return to the city commission for adoption when that review is complete.
