Bids opened for Safety Harbor pier and marina reconstruction; staff weighing timelines and resilient lighting options

City staff told the commission that bids for reconstruction of the Waterfront Park pier and the boat-basin dock were opened the afternoon of the meeting and are under review.
"This afternoon bids were open and are currently being reviewed by public works," Public Works Director Renee Cooper said. Staff told commissioners they expect to return to the May 19 meeting with a recommended contractor and a construction schedule. "As public works reviews these bids, we have a tighter timeline. We'll be able to bring forth what that timeline looks like to you and how it will impact the rest of the community," Cooper said.
Commissioners asked whether the pier and marina work would be concurrent. Staff said they will determine phasing during the post-award preconstruction meeting. Cooper also flagged related restoration projects from Hurricane Helene, including repairs to the boardwalk near the mangroves that experienced washout, an estimate pending for the damaged public-art "globe," and work to the living shoreline to the east of Sage Shell. Engineering is working with FEMA to determine reimbursability for shoreline work.
Staff discussed lighting in Waterfront Park. Several options under consideration include reusing existing bollards, installing a different bollard system, "dark-sky" friendly lighting and potentially solar-powered fixtures to improve resilience to future flooding.
The commission was told public-works staff will detail impacts on Veterans Memorial Lane, marina operations and scheduled events when they return with a recommended contractor and schedule.
