Safety Harbor approves first reading of infrastructure element update required by state law

The Safety Harbor City Commission approved on first reading an ordinance updating the infrastructure element of the city comprehensive plan to reflect recent state requirements.
Carol Strickland, community development director, told the commission the update implements changes required by a 2023 state bill. "This is a state mandated amendment to the city's comprehensive plan," Strickland said, and added the revisions were developed in coordination with the state reviewer and the planning and zoning board, which recommended approval.
Key elements highlighted by staff include updated policies to coordinate with the City of Clearwater's Northeast Advanced Wastewater Treatment Plant to avoid surface-water discharges; added requirements for water- and sewer-master plans and capital improvement programming; additional information required when the city updates its 10-year water-supply plan; cleanup of several solid-waste language items; and updated best-management-practice language for master drainage plans.
Strickland said the version before the commission had been transmitted previously as Ordinance 2024-06 but was retransmitted with a new ordinance number, 2025-02, after state review. She said staff would transmit the ordinance to reviewing agencies and expected to bring the amendment back for adoption in July.
Commissioner discussion was brief. A motion to approve Ordinance 2025-02 on first reading passed 5-0.
