Staff noted duplex conversions are relatively rare in recent permitting data — of 55 special‑use cases reviewed through March over five years, only two involved conversions — and that building code and fire‑separation requirements sometimes make conversions challenging.
Staff recommended approval of the ordinance amendment, saying it would “ensure a more equitable evaluation of all duplex housing forms,” and offered to answer commissioners’ questions. The agenda‑review transcript records no vote; the item will appear on the Planning Commission agenda for formal consideration.
