Commissioners adopt comp-plan change to allow 106 townhomes on Old Pasco Road; condition added for buyer disclosure

Pasco County commissioners on April 30 adopted a comprehensive plan amendment that changes roughly 18.36 acres at the northeast corner of Old Pasco Road and Hadlock Drive from Residential-3 to Residential-6, clearing the way for 106 platted townhomes.
Planning staff and the local planning agency recommended approval. Amy Toll, principal planner, told the board the site lies in an urban service area and that the applicant has agreed to design and construct off-site improvements on Old Pasco Road, including upgrading a segment to the county’s ultimate four-lane section with multiuse paths.
Barbara Bullhide, representing the applicant, said the project’s roadway improvements and mobility-fee credits and county funds would be combined to pay for the off-site work. She said the developer had provided stub-outs and public-access easements so future traffic connections would be possible.
Commissioners raised traffic and cumulative-growth questions during the hearing. Staff traffic engineers explained that traffic forecasting uses historical counts and applies a minimum growth rate (2 percent) or a higher historical rate where appropriate and that a six-year build-out assumption is typical for project studies. Commissioner Michael Yeager asked for an added condition to ensure buyers are informed about future connections; the board added a disclosure requirement to sales contracts stating the east–west road stub may interconnect to adjacent parcels in the future.
The board approved the ordinance by roll call. District 1 Commissioner Oakley, District 2 Commissioner Waitman, District 4 Commissioner Yeager, District 5 Commissioner Mariano and Chairman Mike Starkey all voted aye.
