County attorney to update ordinance text; commissioners flag residency, compensation and outdated language

County Attorney Stephanie Windham told commissioners she would begin updating the county code’s general provisions, removing antiquated dates and editor’s notes and correcting terminology that no longer reflects current practice.
Windham said the revisions would touch section 2.1 (board and established districts), residency requirements, compensation language and “convict/chain‑gang” terminology in section 2.16. She said many ordinance entries list past dates that have passed and recommended cleaning or removing those historical references and moving older materials to an appendix as appropriate.
Commissioners specifically asked about the two‑year residency requirement for candidates; Windham replied that a two‑year residency requirement has been in place for many years and candidates attest to residency via signed affidavit. Commissioners also discussed revising compensation figures and agreed the compensation provision would require more detailed conversation and might wait for a second reading once numbers and budget impacts are clear.
Windham proposed bringing a revised code for a first reading at the board’s next meeting in early June; commissioners accepted that schedule and asked staff to draft clear, updated language on residency, compensation and correctional-inmate terminology.
