The Parks and Public Works presentation listed currently surplus items on auction sites and noted $19,400 already collected from earlier sales. TJ (staff) said proceeds were typically used to purchase new vehicles or equipment for the requesting department when capital items are surplused.
Several commissioners questioned whether surplus-proceeds policies are applied consistently across departments. One commissioner said proceeds from animal-control adoptions, aquatic-center fees and senior-center memberships historically flow to the general fund rather than returning to the originating department, and asked why parks would be treated differently.
County staff answered that when departments surplus capital items such as vehicles and large equipment, it is the intent to return proceeds to that department for future capital replacement; for non-capital revenues the money typically goes to the general fund. Commissioners asked the county manager and finance staff to return with a clear, countywide policy that explains which proceeds can be retained by departments and which must return to the general fund.
Discussion vs. decision: the presentation prompted discussion and staff was asked to draft a policy; there was no board vote to change current practice at the workshop.
