Parks board awards Northeast Park parking-lot contract, cites CDBG funding

The Greenwood Parks and Recreation Board voted May 6, 2025 to award a construction contract for a new parking lot at Northeast Park and said the project will be funded through Community Development Block Grant (CDBG) funds.
Board members told staff the project will include drainage work intended to remove surface water from a low spot on the park’s north end and will relocate a small shelter, restroom and some playground elements to accommodate the new lot. Staff said the plan included landscaping requirements and that they had requested a waiver from a city landscape ordinance because the ordinance’s tree requirements would have significantly reduced parking capacity.
Staff presented three bids. The transcript records bids of $535,000 from Morphey Construction, $408,224 from All Star Paving and a low responsive bid in the $288,600 range by the recommended bidder. At the meeting the motion awarding the contract cited a contract amount of $288,621 to David O’Meara and said the award was subject to final drafting and review by the City of Greenwood Legal Department. A board member said the team expected construction to wrap up around summertime and that stormwater work was a major component because the site is flat.
Board member Burton made the motion to award the contract; Board member Dietrich seconded the motion. The motion carried with Dietrich and Burton recorded as voting “Aye.” The award is subject to final contract drafting and legal review by the city.
The board packet materials shown at the meeting included an architectural layout and a staff recommendation based on the lowest responsive bid after legal review. Staff said the contract will be administered from park operations budgets and will also use CDBG funding.
If the contractor and the city finalize the contract, staff said they would issue a commencement letter and start work; staff estimated summer completion but did not give a firm completion date.
The board’s action does not finalize landscaping waivers or any required administrative approvals; those items remain dependent on staff follow-up and legal review.
