County begins process for participation agreement covering planned Milford Solar 2 expansion

Beaver County officials presented a proposed participation agreement to add new parcels to an existing Milford Solar 2 project area and begin a separate participation agreement process for the newly included acreage.
Staff explained that rather than amending the original agreement, the county would create a new participation agreement that covers the additional parcels south of the existing project footprint. The hashed area on the staff map was identified as the expansion parcel and staff said the expanded project would increase the total project megawattage (staff noted earlier increases from an original 200 MW plan toward 300 MW in overall project footprints) though the meeting focused on the redevelopment/participation agreement process rather than a merits review.
Commissioners discussed naming conventions for the new participation agreement and confirmed that the county must publish a 30-day notice before holding a public hearing; staff asked to post notice and prepare for a public hearing at the first June meeting. Commissioner Pearson recused themself from the vote for conflict-of-interest reasons and did not participate in the motion approving the survey resolution initiating the process; the remaining commissioners approved moving forward with the notice and hearing schedule.
