Nampa reorganizes Development Services, aims for faster, more coordinated permit review

Nampa officials on Thursday described a year of organizational change intended to centralize planning, engineering, building safety and code enforcement under a new Development Services structure and to speed permit review for developers and residents.
The reorganization, presented by Mark Steuer, senior director of Development Services, moves development engineering into Development Services (previously under Public Works), keeps planning and zoning, building safety and code compliance together under one administration, and proposes a modest upgrade to an administrative specialist position to coordinate the functions.
The changes are intended to create “a one‑stop shop, if you will,” Steuer said, so the city can provide a more timely and effective planning and review process for developers, contractors, business owners and residents. Steuer said the reorganization was approved by council the prior year and that staff spent the current fiscal year creating the new structure and staffing plan.
Steuer noted the reorganization affects how costs are allocated across departments and that Daniel Badger, the city engineer, worked with finance on a plan for development‑engineering costs that will be presented as part of the upcoming budget.
Staffing and service goals were emphasized. Steuer said Development Services will coordinate the city’s comprehensive plan update beginning this summer, and that customer service — whether through online permits, public counter service, field inspections or access to management — is a top priority.
Steuer said the requested administrative upgrade would be funded by reallocating existing admin operations line items rather than by a new appropriation. He also said the move is not expected to produce “insignificant increases” in operating costs because some development‑engineering budget elements were effectively transferred from Public Works to Development Services.
The workshop format meant no formal votes were taken; staff presented the reorganization, related budget planning and upcoming projects for council review.
Looking ahead, staff will present the detailed budget implications of the reorganization during the budget process and begin public outreach on the comprehensive plan update this summer.
