Mike (public-safety staff) told the council the firmware upgrade price would exceed funds currently budgeted for communications; staff requested authorization to proceed and to adjust internal budgets where possible. The council approved the upgrade at a stated cost of $5,250 so city radios could maintain contact and interoperability with Union County dispatch.
Why it matters: encrypted traffic can prevent third-party monitoring while preserving secure coordination between first responders. Without the upgrade, the city’s responders risked losing direct radio interoperability with county dispatch and with neighboring agencies if they move to encryption.
