Lawrence County Board of Elections moves North Beaver polling place to volunteer fire department

The Lawrence County Board of Elections voted Wednesday to move the polling place for North Beaver Township Precinct 1 from the North Beaver Township Municipal Building at 861 Mount Jackson Road to the North Beaver Township Volunteer Fire Department at 969 Mount Jackson Road in New Castle, citing renovations that made the municipal building unavailable.
The move was adopted by resolution and is intended to be temporary for the upcoming primary; board members said they will revisit the location if the township building is available by the November election.
Election staff read Resolution 3 of 2025 into the record and said notice requirements under the Pennsylvania Election Code were completed. “I know it's over 800,” Rob Germani, election director, said when describing the number of affected voters. Germani added the office would send mailed notices, update voter ID cards, post new signs at the old and new polling places, place three additional signs around the area and publish a notice in the local newspaper. “I'm going to put it on the website as well,” he said.
Board members discussed contingency planning if construction is delayed. A board member said the county will ask the volunteer fire department whether it can continue to host the precinct in November if needed. The board also confirmed it will return to the board later to formally move the polling place back if the township building is again available.
The board took a roll-call vote after a motion to adopt the resolution. Commissioners present recorded “yes” votes from Commissioner Kennedy and Commissioner Vogler; the motion carried. The resolution text in the meeting record cites 25 P.S. § 2726 of the Pennsylvania Election Code as the authority for notice of the change.
Members of the public asked staff about deadlines for mail-in and over-the-counter voting. In response, Germani clarified that applications for mail ballots must be submitted before the thirteenth (the transcript record), and that ballots may be returned until 8:00 a.m. on election day.
With the vote complete and no further business, the board adjourned. Staff said they would proceed with the required mailings, signage and web postings to notify voters of the temporary polling-place change.
