Madison council approves up to $4.9 million redevelopment bond; riverfront zoning dispute to be decided at planning commission

The Madison City Common Council on Tuesday approved Resolution 2025-8c, authorizing the City of Madison Redevelopment Commission to issue up to $4.9 million in tax-increment financing (TIF) revenue bonds to support four projects including a proposed riverfront apartment conversion, a hilltop entry-level single-family subdivision, a Welch Park renovation and a permanent amphitheater at Bicentennial Park.

Mayor Courtney said the proposed investments "are grounded in the Commission's core purpose, revitalizing our community, eliminating blight, and maximizing our land planning to reverse decades of disinvestment." She and city staff said the bond proceeds are one of several funding sources intended to leverage more than $80 million in near-term private and public investment and that no new city property-tax rate would be imposed on homeowners for the borrowing.

Emily Slack, city staff, presented the financing plan and said the redevelopment commission expects the bond proceeds to be combined with grants and private investment; she referenced a Ready 2 grant award of $5,500,000 the city received.
