- Consent calendar: Passed unanimously. Items included fiscal-year budgets for authorities, monthly tax reports, a five-year contract authorization with CliftonLarsonAllen LLP for the city's annual fiscal statement audit (amount not to exceed $637,000), and multiple agreements and permits across departments. The council president called and passed the consent calendar without recorded opposition.
- Park and event permits (consent calendar items 7c): Among the permits approved were authorizations for events at Oyster Shell Park (Nice Inc. festival, Oct. 4, 2025, approx. 500 people), Calf Pasture (La Quinta Matthews Mansion flea market, Sept. 14, 2025, approx. 2,500 people), Veterans Park (Sono Entertainment for the Black Heritage Parade Fundraiser Carnival, June 20'22, 2025, setup starting June 18, approx. 250 people), and various other park uses. These park-use authorizations were part of the consent calendar vote.
- Contracts and projects: The council authorized a contract with Sports Tech Construction Corp. not to exceed $112,920 for the Calf Pasture basketball court renovation and a change-order allowance of $24,000; a temporary license and access agreement with the state judicial branch for Wall Street Corridor phase 1 materials storage; an agreement to lease approx. 1,300 sq ft at the South Norwalk train station inbound side to Taco Please LLC; and sidewalk-design agreements with AKRF Inc. for Austin Street and Laurel Street corridor drainage projects.
- Appointment: The council unanimously approved the appointment of Kim Squires to the Norwalk Commission on Gender Equality. Council Member Declan moved the nomination; the motion carried with no recorded opposition.
Public comment at the meeting included concerns about one of the permitted events. Rich Bonifant and Diane Cece raised neighborhood concerns about the Black Heritage Parade Fundraiser Carnival (part of the Veterans Park permit) citing amplified music, multi-day scheduling and the organizer's nonprofit status as unclear. Diane Cece said the application in the packet did not appear updated from the Recreation and Parks Committee presentation and asked that outstanding questions be addressed by staff and organizers. The consent vote approved the permit as presented; the public comments were on the record but did not alter the consent vote.
